Born in Cleburne in 1904, Thomas West Browne came to Dallas with his parents as a child. He graduated from Adamson High School and later from Southern Methodist University with a degree in accounting. In college, he became a member of Alpha Kappa Psi, a national honorary business fraternity.
With dreams of becoming an educator, he began teaching accounting at W. H. Adamson High School in 1936. He taught there until 1950 when he was appointed coordinator of census and statistician for the Dallas Independent School District. In 1955, Mr. Browne was named assistant superintendent in charge of business and secretary to the Board of Education, a position he held until his death in 1960.
